PROLOGUE
Leadership is best measured not by words spoken, but by lives touched, promises fulfilled, and legacies built.
This publication chronicles a journey of perseverance, purpose, and performance—one defined by service to the people of Ovia North-East Constituency II and anchored on a simple but powerful creed: Effective Representation.
On 16th June, 2023, Hon. Andrew Edobor Uzamere was formally inaugurated as the Member representing Ovia North-East Constituency II in the Edo State House of Assembly.
That historic day marked not just the beginning of a legislative tenure, but the fulfilment of a long-held aspiration.
His emergence was the product of resilience and unwavering belief in democratic ideals, having contested for the position four consecutive times, achieving victory only at the fourth attempt.
This journey underscores a rare depth of commitment—one that refused to surrender to setbacks, but instead drew strength from them.
Upon assuming office, Hon. Uzamere translated his campaign mantra, “Effective Representation,” into action.
From the outset, his focus was clear: governance must be felt at the grassroots, and representation must go beyond the chamber to the everyday realities of the people.
This philosophy has guided every intervention, project, and policy engagement undertaken during his tenure.
Across the constituency, tangible development has followed. This booklet documents a wide array of projects spanning education, water supply, infrastructure, renewable energy, social welfare, and youth empowerment.
From the construction and renovation of classroom blocks complete with furniture, offices, and sanitation facilities, to the provision of boreholes with generators delivering clean water to communities; from solar electrification projects lighting markets and public spaces, to scholarship schemes easing the burden of education for hundreds of indigent students—each initiative reflects a deliberate effort to improve quality of life.
Importantly, these projects were not concentrated in selected areas.
Every ward within Ovia North-East Constituency II has benefited from purposeful intervention, reinforcing the belief that development must be inclusive and equitable.
Markets have been rebuilt, schools restored, communities empowered, and annual social interventions sustained—ensuring that no ward is left behind.
This compendium therefore stands not merely as a record of projects, but as evidence of a social contract honoured. It tells a story of leadership rooted in accountability, gratitude, and service—a leadership that recognizes public office as a responsibility, not a privilege.
In the words of Hon. Andrew Edobor Uzamere:“I am duty bound to represent you (my constituents) well, it is not out of benevolence, I do not take the mandate you gave me WITH LEVITY.”
These words encapsulate the spirit behind every project showcased in this booklet. As you turn the pages that follow, you will encounter a testament to what is possible when perseverance meets purpose, and when representation is driven by genuine commitment to the people.
ADVANCING THE SHINE AGENDA: HOW HON. ANDREW EDOBOR UZAMERE’S DEVELOPMENTAL PROJECTS ALIGN WITH GOVERNOR MONDAY OKPEBHOLO’S VISION FOR EDO STATE
The SHINE Agenda—Security, Health, Infrastructure, Agriculture, and Education—stands as the defining five-point developmental blueprint of His Excellency, Distinguished Senator Monday Okpebholo, Governor of Edo State.
Conceived as a framework for practical governance, the agenda is designed to move the state beyond rhetoric into measurable progress, prioritizing youth empowerment, economic growth, and balanced development across the three senatorial districts.
At its core, the SHINE Agenda represents a commitment to people-centered leadership and sustainable transformation.
Within Ovia North-East Constituency II, the developmental strides of Hon. Andrew Edobor Uzamere clearly reflect and reinforce this bold vision.
His projects across the constituency are not isolated interventions but deliberate contributions that align with the Governor’s roadmap for progress.
Through the provision of boreholes in underserved communities, educational support programs, and community-based infrastructure initiatives, Hon. Uzamere has translated policy direction into tangible impact.
Access to clean water has improved public health outcomes and eased daily burdens for families.
Investments in schools and learning materials have strengthened educational institutions and inspired hope among students who might otherwise have been left behind.
His WAEC and NECO scholarship initiatives for indigent students in public secondary schools stand as a powerful testament to his belief that education remains the strongest ladder for social mobility.
By removing financial barriers that prevent young people from sitting for national examinations, he has reinforced the education pillar of the SHINE Agenda while empowering families across all wards of the constituency.
These efforts not only secure academic futures but also contribute to long-term economic growth, as educated youths become productive contributors to society.
Beyond constituency projects, Hon. Uzamere’s legislative responsibilities further complement the Governor’s reform-driven governance.
As Chairman of the House Committee on Public Accounts, he plays a critical role in strengthening accountability and ensuring that public resources are prudently managed.
Transparent financial oversight provides the structural backbone necessary for investments in security, agriculture, infrastructure, and healthcare to yield meaningful and sustainable results.
Perhaps most telling of this alignment was the Governor’s public revelation that he personally called Hon. Uzamere—while he was still in the opposition—to invite him to come and work together for the advancement of Edo State.
According to His Excellency, without hesitation, almost as though he had been waiting for the call, Hon. Uzamere embraced the opportunity with no questions asked.
That moment spoke volumes. It demonstrated political maturity, foresight, and an unwavering commitment to development above partisan considerations.
It underscored a shared understanding that progress demands unity of purpose.
Today, the synergy between Governor Monday Okpebholo’s SHINE Agenda and Hon. Andrew Uzamere’s grassroots interventions offer a compelling example of executive-legislative cooperation driven by results.
Across communities in Ovia North-East Constituency II, the evidence of this partnership is visible in improved infrastructure, educational empowerment, and strengthened public accountability.
In aligning his work with the Governor’s transformational blueprint, Hon. Uzamere continues to demonstrate that effective representation is best measured not by words, but by impact—impact that advances the collective prosperity of Edo State and brings the promise of the SHINE Agenda closer to reality.
A Return Rooted in Purpose: Why Hon. Andrew Uzamere’s Move to APC is a Bold Stroke for Ovia North-East Constituency II By: Kingsley O. Igiebor Public Affairs Analyst | Developmental Media Advocatekingsleyigieborofficial@gmail.com
They said he moved, but did they ask why? Not all political decisions are transactional. Some are deeply strategic, born out of the burden of representation and the responsibility to ensure a people’s voice is not drowned in silence.
Hon. Andrew Uzamere did not return to the All Progressives Congress (APC) for applause or headlines.
He returned to deliver. For those familiar with the terrain of Ovia North-East Constituency II, this move was neither abrupt nor opportunistic, it was inevitable.
Uzamere has never been one to remain still while development stalls. His journey through the Peoples Democratic Party (PDP) served its purpose, but the road to greater progress now leads back through a path he once walked, and must walk again.
However this time, the stakes are higher. With the political tides shifting at both the state and federal levels, Edo State now enjoys a rare alignment of interests.
For any serious legislator, this is not about party allegiance but about positioning. It is about engaging with a framework where collaboration flows more smoothly, access to institutions is wider, and tangible results are more achievable.
Hon. Uzamere understands that development flourishes where the doors of power are open, not where they are locked by partisan barriers.
His return to the APC is a strategic recalibration to situate Ovia North-East Constituency II within the mainstream of governance where influence meets execution.
Remaining in the PDP amid deep-seated internal divisions at both state and national levels would have been counterproductive.
The crisis of direction, conflicting interests, and leadership disarray within the party made it increasingly impossible for any serious-minded legislator to push forward an ambitious developmental agenda.
In such an environment, leaving is not betrayal as it is self-preservation. It is not abandonment, rather the protection of a democratic mandate. To some, this may be seen as politics. But to those who understand leadership, it is strategy.
Hon. Uzamere’s return to the APC is not defection but a declaration. It is a clear signal that he chooses the platform that gives his constituency the strongest leverage, and at this juncture in Edo State’s political reality, that platform is the APC.
Strip away the party banners and political affiliations, and one truth stands tall, that Hon. Andrew Uzamere has served with impact.
From critical infrastructure to grassroots empowerment, social programs to educational support, his imprint is enduring.
These are not abstract promises; they are visible projects and interventions, rooted in vision and delivered with purpose. So if he chooses to align with a structure that strengthens his mission, the right question is not “Why?” but “What next?” The real betrayal would be to sit idle in a place where his efforts are stifled, his people’s priorities are second-guessed, and his vision is lost in factional firefights.
Edo politics is realigning, and as always, Uzamere is ahead of the curve. For every honest observer, this move is not cowardice, it is courage. It is not retreat, it is a recalibration and it takes a bold mind to choose what works over what merely makes noise. Say what you will, but one fact is clear, that Ovia North-East Constituency II has not just regained an APC member, they have regained a fighter with a firmer sword.
History is watching, and once again, Hon. Andrew Uzamere has ensured that his people remain on the right side of it
